Mufti Noor Ahmad Noor, a senior official in the Taliban’s Ministry of Foreign Affairs, is expected to take over as the Charge d’Affaires at the Embassy. This move comes nearly five years after the Taliban took control of Kabul. When the Taliban’s Acting Foreign Minister Amir Khan Muttaqi visited Delhi in October 2025, India agreed on this development. Mr. Noor is a senior Taliban member and accompanied Mr. Muttaqi in October during his week-long visit to India. However, India along with other countries is yet to recognize Taliban as the legitimate government in Afghanistan as it used force to oust the democratically elected government led by Ashraf Ghani in 2021. India established technical mission in Kabul in 2022, which was a step towards improving ties with Afghanistan. India announced that it would upgrade the mission to ‘Embassy status’ on October 21, joining a number of countries including China, Russia, Pakistan and others in the Gulf region and Central Asia, to allow the Taliban to post diplomats in their countries. Both the employees and the red, green and black tricolour flag of the previous regime would remain at the Embassy in New Delhi’s Shantipath, officials said. Once the Taliban appointee takes control of the Embassy, as he is expected to do next week, this might change.
