The French President Emmanuel Macron is coming to India this week to the landmark India AI Impact Summit 2026 in New Delhi where he is expected to have a high-stakes meeting with Prime Minister Narendra Modi. The summit, the first AI-focused global-scale event to take place in the Global South, is scheduled on February 16-20 and will invite world leaders, tech giants such as Google CEO Sundar Pichai and OpenAI leader Sam Altman, and policymakers to figure out the position of AI in inclusive development. With this digital diplomacy, talks on a huge 3.25 lakh crore deal of Rafale fighter jets are picking up serious pace, which hints at the advancement of India-France-defense relationship.

The itinerary by Macron starts with business events in Mumbai on February 16, including MOU signing and the India-France Innovation Forum in Taj Mahal Palace. On February 17, he balances the bilateral talks with Modi in Delhi, and thereafter, summit conferences based on three sutras, which are People, Planet, Progress and seven thematic sutras, such as Safe AI, Resilience and Democratising Resources. The plenary is to be addressed by PM Modi on February 19, in the hopes of receiving a commitment of AI spending of $100 billion. The event is based on the announcement of Modi at the France AI Action Summit, which highlights the ethical AI in agriculture, health, climate resilience in developing countries.

There has not been such strength in France-India relations. The fourth visit by Macron highlights a partnership that is strategic in terms of the Scorpene submarines, joint military exercises such as Varuna and nuclear power agreements. The AI summit is an ideal hiding spot to fast-track the Rafale Marine deal which is 26 carrier-borne jets to INS Vikrant at 80,000 crore when it was first proposed and 325 lakh crore currently with weapons, training, and tech transfers. It is reported that there are high-level negotiations of 36-114 more Rafales to Air Force squadrons, as well as the modernization of current 36 jets, which drives the package package to the sky. They could begin deliveries as early as 2028, replacing the Tejas and foreign engine ills that will not be there.

Uttar Pradesh and Karnataka will benefit through the defense corridors and since Make in India is to be localized, Rafale engines and missiles will be produced in the states. This cancels the US sanctions threats against Russian S-400 systems and contributes to the deterrence of the two fronts by India against China and Pakistan. This is a push by Macron in line with the Indo-Pacific strategy of France worth €20 billion, which is a response to the expansion of its naval power by Beijing.

Critics are concerned about the price in the face of the Indian defense budget, which in 2026 was 6.2 lakh crore but the capabilities of Rafale are unmatched 4.5 gen with meteor missiles 150km range, Spectra EW and spectrum dominance. Included in the deal is France-India Year of Innovation, which is a combination of AI and defense technology such as drone swarms and quantum sensors.

On the economic front, the summit highlights India 10700 crore AI Mission, the implementation of sovereign clouds, and the training of 1 million developers. France carries with it Mistral AI knowhow, with joint ventures in emerging markets frugal AI. In 2025, bilateral trade reached an amount of 15 billion and Rafale has become the engine of growth in terms of defense.

Macron-Modi discussions will reach Ukraine, the Red Sea security, and counter-intelligence to AI domination by China, geopolitically. India wants French assistance on NSG extensions of waivers whereas Paris wants access to Chabahar port through India-Iran relations.

When Macron touches down during Holi celebrations the summit and Rafale boom has made India a technologies-defense superpower. It is not merely a deal but a design of independent skies and AI sovereignty, so that New Delhi can make the shape of the 21 st century.
