Delhi CM launches ‘Bhu-Aadhaar’ scheme to create digital map

The Chief Minister of Delhi, Rekha Gupta announced the ‘Bhu-Aadhaar’ project, which focuses on assigning each land parcel in the city a 14-digit Unique Land Parcel Identification Number (ULPIN), whose owner will be issued a ‘Bhu-Aadhaar’ card. This will mark a significant advancement towards fulfilling the Prime Minister’s vision of a ‘Viksit Bharat 2047’, which also includes the goal of ‘Digital India’. Through this scheme, the need for multiple documents to establish land ownership will be eliminated, instead a single number will provide comprehensive details of the property.

A statement released by the CM’s Office (CMO) stated that the initiative is part of the government’s commitment to modernising land records and freeing citizens from long-standing disputes. The scheme will be implemented by the Revenue Department’s IT division and supported by the Survey of India. The Centre announced the scheme in 2016, but due to various reasons it couldn’t be implemented in Delhi that time. Earlier, a pilot project had already been completed in Tilangpur Kotla village in the West district, where 274 ULPINs have been generated.

The Bhu-Aadhaar project is designed to enhance data coordination among various departments of the government to tackle fraudulent land transactions and preventing multiple registrations. This will function as ‘Aadhaar for land’, ensuring a complete digital account for every inch of land.
